3. District: Kautilya has accepted the district as the third organ. The district office means the public land. Explaining the district, Kautilya says that the establishment of the district should be such that where there is the yield of Yaththa food. Farmers are hard working and people are pure people. 4. Fortress: Kautilya has said that the fort is a symbol of protective power and aggression against the state. He has explained four types of castes.
Oudin Durg – Water is filled around this fort.
Parvat fort – There are mountains or rocks around it.
Dhanbad fort – There is poor land around it where there is no water.Forest
Forest port – Forests and swamps are found around them.
5. Fund: Funds are required to operate in the state and other countries to get out of war and natural calamities. Kautilya acknowledged his importance and said that-
Religion, meaning and work is the most important meaning of all three or it should be said that the basis of both the meaning is the pillar.
6. Penalty: According to Kautilya, punishment is the intention of the army. The army is a symbol of the security of the state.
7. Mitra: According to Kautilya, the progress of the state is also necessary. Kautilya says that a friend should be such that the descent is traditional, with enthusiasm, and with the help of time, which can help in time.
Kautilya’s biggest contribution in the international arena is the board theory and the monumental is private. Mandal is considered a circle of states.
